Everything needs to be thrown out. Bacteria is a sneaky thing and I wouldn't risk it. Sorry.

Depending on how long the freezer was off, the veggies can stay in the fridge, just be cooked, or you can throw them out if you dont feel safe eating them. If there was meat in the freezer, you should definatly throw that out.

If anything still has crystals in it it is okay to refreeze. If the temperature has gotton above 32F bacteria start to grow. Make vegetable soup quick.
