They send you a letter which says "were taking legal proceedings against you".
Oh and then if the court can be bothered, they send you a Court Order demanding your presence in Court.
Then you get fined/let off/warned.
The End

If this is about fare-jumping then London Transport will probably have quite a bit of evidence against the fare-jumper - dates, times and places from video surveillance, staff observation and records of previous times when the fare-jumper was merely required to pay the higher fare. Legal proceedings means the fare-jumper is going to court and can expect to be fined very heavily. The fare-jumper can also expect to have a criminal record which will follow the fare-jumper around for many years.

rather than a criminal proceeding London Transport tend to apply for civil actions against fare evaders etc or people caught by their inspectors over the police.
The person will receive a notice of civil action from a court appointed officer (baliff) and then there will be a gearing simmilar to a criminal case, but the fines are generally bigger in civil court

at some point in the not too distant future they will arrange for a court summons to be issued that will detail the specific charge you are facing and when and where you are to appear before court. Depending on the offence you may get the option to plead guilty by letter stating your reasons for mitigation. All this will be explained to you in the pack that will come with it. I suggest that you speak to a solicitor if you intend to plead not guilty to whatever the charge is against you

Presumably you failed to pay a fare or something.
Generally they would give you the chance to pay a slightly higher rate & if you don't pay you will end up in court with the possibility of a criminal record.
Its not worth it.
