Yes it is, it can tell the person that you are looking at a lot, it can tell them that you are strong and confident, or shy and reserved. For someone that knows you better it can communicate your feelings to them, like I am sad, happy, in the mood, or not in the mood. It is a very intimate connection that humans share, just on different levels depending on the type of relationship that you have with them. It can be a bit scary to keep someones gaze at first, but once that bond between you and the other grows, it will come easier.
