Almost every day, I come home from class around 12 pm and just as I settle in to work on my senior thesis, the bass from the music 2 floors above me starts shaking my windows, etc. I would give the guy the benefit of the doubt because maybe he doesn't realize that anyone else is home, but it goes on until 7 pm some nights, when its obvious that others are here. I feel like I can't address it with him and that others feel the same, because I think that he's some sort of drug dealer, and in North Philly, I'm afraid of what might happen if he gets mad. I hate to jump to conclusions about people, but I wake up all hours of the night when groups of people are in the hallway being very loud on their way up to his apartment. People are constantly coming/going and when he rarely leaves his apartment, its usually for a short period of time. I've come home many times and seen cars full of guys just waiting outside my building. Is it acceptable to send an anonymous letter to the leasing company?

And I'm positive that the people are going to his apartment, he's the only one that lives on that floor.

Yeah that would be acceptable but I wouldn't mention that he's a drug dealer because if you do and he isn't he can sue you. Also, maybe you should attempt talking to him first.

First of all you should not assume he is drug dealer. Even if he is a drug dealer he still is a person. I think if it happened during the day I would knock on his door and kindly let him know that you are a student and you can hear the music from two floors down. Let him know that it is hard to study when there is so much noise. Ask him politely if there is something you can work out about the noise. Lets face it he wants to play his music and you want to study, but the both of you are not in the financial state to buy a house or else you would be living in a house. Just try and make an arrangement that would satisfy both parties.

I would report this activity to the police and try to stay anonymous or just simply find another apartment to live in. Over the course of 40 years, I have had good neighbors and terribly bad neighbors. When things got out of hand on noise, drunken parties, and yes, even drug activity, I just called the police who are usually more than glad to take over. I had one neighbor get mad at me once and put a flaming bag of poop at my front door, but the police finally managed to arrest him on unrelated charges. Right now I am living in an area where there are older people (more my age) and it is a lot quieter. I don't know all of the facts here, but I would bet that a call to the police in reference to the human traffic in and out of the building would peak their interest. You can call in and at least give that a chance. Otherwise, I would recommend that you move somewhere else (it is not right, but that's the least painful way to get rid of slime like you are talking about). Good luck.

First BE CAREFUL.You could send a letter to your landlord,and tell him your worry.The noise should be addressed by the cops at least once.That way he'll know that someone has called them and get worried,and maybe move.You could call the cops and tell them to go to the address and you leave out of your apartment.Do the cops do a follow up right away or do they call? Ask the police dept.and find out.I called on my neighbor and the cops came straight to my house as he stood outside watching them talk to me.I have bought me some protection,357.

You can certainly contact the building owner or you can call the police. If he and his friends make noise around the clock as you say, it could be a strong case for disturbing the peace. The building owners (hopefully) won't want a troublemaker in their building and will do something about it.

Yes, if you won't leave him a note to give him a chance to stop, then complain to your caretaker/landlord. They should not tell him it was you. If you like, include the bit about loud people in the hallways. Are you sure they are going to his apt? Maybe just mention the floor they are heading towards.

Your best bet is to make a complaint to your local police department and ask to keep it anonymous. You could also ask for them to beef up patrols for suspected drug activity in your complex. Anonymity is you best bet in this situation. Let the police handle it for you.

Yes it is and also a copy to the local police station. You pay the rent too and you are entitled to your privacy and quiet.
