Credit cards usually do not require a pin. If you are talking about your debit card, yes they can. All they have to do is tell the clerk to run the charge as credit instead of debit.

yes. when making a purchase with a credit card, you are not asked for your pin #. pin #'s are needed when getting cash from your credit card.
