Is there any state that provides free college for its residents? I am aware that finacial aid and loans exist in every state but I am wondering if one or more states provide 100% free tuition if you are a resident. .. and possibly if you have to maintain a certain GPA to be eligible

Yes. I remember reading something about the state of West Virginia a year back. The high school dropout rate is so high and their collegiate population is so low that the state was providing free tuition to its students for merely enrolling in and attending a state funded university.

Arizona State University gives AZ residents with a high GPA (3.5 I think?) free tuition. I'm not sure if UofA also does but it's possible.

Military service schools are free for anyone in the country- but they are also very competitive.
