or should I upgrade to a new PC. The $800 PC has 512 mb ram, P4, 2.80 , with a small harddrive 40 gig....I have an 250 gig external harddrive too.......Is this set up fast enough to run CS2 ?

I would just upgrade your memory. You should not have to much of a problem as I am in photoshop all day long and I do not have a huge memory supply on my computer at work. If you are doing a lot of print work you may notice a lag but for web work most likely not.

Spend 50 bucks on another gig of memory and you should be fine.

The critical information is the graphics card. Photoshop will run on your computer even if you are using an integrated graphics chip but really intense graphics will take some time to render. You should upgrade the RAM to at least 1024 MB and if you have an open video slot (AGP or PCI-express) upgrade your graphics from the integrated graphics chip if that is what you have.
