They are not free. Any dealer will provide you one for free, if you ask them to. If you are buying a car from a private owner, you can pay a small fee and do it yourself. Go to www.CARFAX.com to get your report. Just enter the VIN of the vehicle you are wanting the status of.

The absolutely free reverse vin check sites generally provide fake information. To get real information, money will have to be paid. The free searches provide fake information so they can get your email address to send spam.
Stay away from shady reverse vin check sites, most likely you won't get any information after you make the payment. Not to mention you won't get a report and you won't get an answer if you try to call for a refund. Stick with a reputable reverse vin check site like http://www.reversevincheck.net that has been around since 1995.

In the UK you can get a free check on when the tax is due from the DVLA website. They hide it well, but it can be found at http://www.vehiclelicence.gov.uk/EvlPortalApp/ - click on "Vehicle Enquiry" on the left-hand side.
That is as much information as you can get for free.
If you want an HPI check, you've got to pay for it.

There are other companies that provide similar checks, some at cheaper prices, but tests by motoring magazines have shown HPI to provide the most reliable information.

Do you mean an HPI check? I don't think you can get a free one. The cheapest I found was £9.99. Just Google (or Yahoo!) HPI and you'll get a selection of companies offering them.
