all images are copyrighted, just not all are through the government. when an image is created it is automatically copyrighted and belongs to whoever created it.
if you're looking for images to use, your best bet would be to go to a stock photography website where you can legally get image for a small price. we do this often where i work. check out some of these sites.

there are lots more but these are some of the most convenient. hope this helps. just remember that you can't just take photographs from the internet. this is illegal and can be traced.

Depending the terms of use, the celebs themselves may offer publicity photos. Try fan clubs or agents.
