I'm not very good with cameras.. but it seems that a lot of pics I take come out discolored, and I don't know why. I use a Canon 640 (brand new). Is there a setting for this ? here's an example of what I am talking about.

I have a Canon A630 for 2 weeks & I am having the same problem with a reddish tint when pictures are taken with the flash ON.
Turning Flash ON all the time does not resolve this & nor shooting in the Aperture mode.
However using Custom white balance in Proagram AE mode seems to work. But this is cumbersome as I have to keep chaning the settings as I move from room to room. Also within the same room the lighting will not be uniform & have to change it all the time.

If someone has a suggestion or an easier solution, I would surely appreciate.

Reddish tinge might be due to the wrong white balance setting, but I'm not sure if the Canon 640 allows you to adjust white balance.
The other reason for poor colour balance might be insufficient lighting. Try using the flash, even if the camera doesn't insist on it.

I am not familiar with this camera. Is it digital or film? If digital, make sure white balance is right. Or is it the lighting? Maybe shutter speed is too slow. In film, make sure the film is not exposed or even the paper can be exposed the wrong way to reflect the red tint you are describing. It would be easier to gage if you had another picture of the same skirt that was taken correctly.

Could be the white balance. Set it for the type of light you're shooting under.
