Are those quart sized plastic bags for carrying on board (i.e. tooth paste, hand lotion, lip gloss, etc) or are they required for your luggage that goes down to the cargo of the plane? It's been like 7 years since the last time I flew overseas so I'm just asking around.

Yes they still regulate liquids in carry-ons. Here's the US Transportation Security Administration's website with their list of permitted and prohibited items: http://www.tsa.gov/travelers/airtravel/prohibited/permitted-prohibited-items.shtm If you're traveling into or out of the UK and Europe, the restrictions are slightly different.... metric for one thing, and 100ml bottles (3.4 oz instead of 3 oz in a one liter bag 20 cm x 20 cm (8" x 8") instead of one quart 8" x 7.75").
If you're traveling in the US, I'd go with the smaller size bottles just to be safe, but the metric size plastic bag should be OK. Check the British Airways website: http://baa.com/

If you pack those items in your checked luggage, they do not need to be packed in a zip lock bag. That rules only applies to your carry on luggage. I would suggest that before you travel you go to the TSA website http://www.tsa.gov/ they have the complete list of what you can and can not bring on the aircraft with you in both your checked and carry on luggage.

The 3 oz bottles in 1 one quart bag is only required if you want to put them in your carry on luggage. You can use full sized bottles if you put them in your checked luggage.

The rule is only applicable for CARRY ON. You can put full size shampoo, etc in your check on luggage.
