Yes - but slower than gastric bypass. I recently knew a person who had it about a year ago - they are losing weight but much more slowly than the gastric but also more safely. I believe the lapband does it by getting the band gradually tightened every so often. However, sounds safer to me.

It works by making you feel full when you haven't eaten that much.
