Read the can, I'm gonna guess being water-based a good 30 minutes but seeing you've put 2 coats I'd wait a couple hrs

Read the directions on the primer can.
Primer usually dries pretty quickly, though -- faster than paint. An hour should be OK, but read the can to be sure.

Let the primer dry for 24 hrs.
