There are lots of places to see in Southern England, it depends on how much time you have. You can go to Bath, it is seeped in history. In London : Madame Tussauds Waxworks & London Planetarium, Buckingham Palace, Big Ben, Houses of Parliament, Jewel Tower, Tower of London. British Airways London Eye is also worth a visit; you'll be able to see all of London from that. There are also many museums : Bank of England Museum, Royal Academy of arts, Serpentine Gallery etc.....................

That's a big question and to back up the good ideas other folks have given you here, it's a good idea to work with some good planning tools.
The official London Tourism site will help you read and visualise what interests you better. It is the most authorative source of information.
The official Visit Britain website suggestion is also a good one.
For budgeting, accommodation is going to be a big item. So you need to easily sort your choices by price, star rating location and amenities. Dig into the Cheaper than hotels - London site and you'll find free inclusions to make your budget go further.
And remember, the two most important things you have on arrival is time and money. So locate close to where you want to be, keeping transportation time to a minimum. Also walking is fun in London, provided you are centrally located. Victoria has has some cheap places to stay and is no more than 30 mins walk from most of the West End, but there are better hotels/areas as well ....
I took the liberty of including a couple of must see cities outside the SE of England like York and Edinburgh, but i think you'll get the drift of what I've suggested.

Emilie is right there are plenty of things to see in the Gosport area, however, I would recommend staying in Portsmouth and travelling over on the ferry to see Gosport. In Posrtsmouth there is lots of heritage and maritime sights to see and visit, the night life is good and there is a direct train to London so you could go on to visit that too. Look on the portsmouth/southsea/gosport websites. I am positive that you will like it down here

The north of England is nice too if you get time to visit. York is wonderful and Yorkshire folk are great too! (I am a little bias though as I am a Yorkshire lass).

The south is great!
North devon coast is gorgeous!!
As is Cornwall...
With lotsa countryside as well.. it is a beautiful area..
And the city of Bath is really pretty.
Bournemouth/Poole is a pretty cool place with nice beaces and a harbour....
Dunno about london..
