I have super dry skin and a few things that I do are:
apply a liberal coat of vaseline under my socks when i get dressed in the morning. It REALLY makes a difference! Also, lotion on damp skin after the shower locks moisture in. But use a good lotion, like Aveeno!

First, make sure you drink plenty of water, I drink about a gallon a day.
Use a body scrub /loofah /exfolliant method to keep your skin soft and smooth.
Use a moisturizer, just after showering as you lock in moisture this way.
I use a nice rich cocoa butter w/ Shea.

Lather yourself with lotion as soon as you get out of the shower (within 5 minutes). You can use any lotion if you use this method, but if you have super dry skin, try The Body Shop Cocoa Butter or Brazil Nut Butter.
