It depends on what color you want the yolk. Most of these answers are way too long! Put the egg in cold water, bring to a rolling boil, boil for ONE MINUTE, then turn off the heat. Let the egg cool off in the water. When water and egg are cool, chill the egg a bit to make removing the shell easier. The egg can take a certain amount of heat before the yolk turns too dry and the wrong color, but it can't take that heat for a long time. Hence, you boil it for a minute and then let it cool down in the hot water. It will be hard but come out much better.

I just made hard boiled eggs a couple of days ago. What I do is put the eggs in the pan with water, then when the water begins to boil I turn off the stove, cover and let sit for 20 minutes. It turns out pretty good. The shells come off very easily.

I usually do 8-10 minutes. I should add that you have to put the eggs in the water and THEN bring it to a boil. This might seem like common sense but I know people who have dropped eggs into boiling water and wondered why their eggs were exploding. So. Yeah.

Get a pan of water on a rolling boil, stick in your egg and cook for 4 and a half minutes. In order to avoid egg blacking, refresh in cold water immediately and peel the shell. This is a good tip especially if its for a salad or egg mayonnaise- the egg is far more attractive.
It also retains its yolk colour.
Its always a good idea to use free range eggs too, to achieve the best boiled egg. Avoid mass produced eggs.

Isn't it funny that you get so many answers to such a simple question :). Maybe that's what inspired a british company to invent an egg that changes color when hard-boiled (http://www.telegraph.co.uk/news/main.jhtml?xml=/news/2006/07/31/negg31.xml) .
Different stoves output differnet amounts of heat. Cooking on gas is generally faster than electric. Rule of thumb is 5 minutes (after boiling) for gas and 8 minutes for electric stoves. If you need it for salads or sandwiches, I suggest getting a microwave egg cooker - this $2 plastic item will allow you to 'hard-boi' an egg in 30 seconds. A great time saver!

Three minutes is good for soft-boiled eggs. 6 minutes will make the yolk hard. Put the eggs in and let them warm up as the water rises to boiling temperature and then continue for indicated time.

bring them to a full rolling boil ("big bubble boiling"), then turn off the heat, cover the pan and don't open the lid for 20 min.

Run cold water over them til cool enough to handle.
