i will stand outside with him for ages but he will keep his pee in until he gets in the house and then do it right in front of me, he was suppose to be neutered at 6 months but only one testicle has dropped so the vet says i will have to wait until the other has dropped or at least for a few months yet, is this a dominate thing he is doing? he gets plenty of exercise, two half hour walks in the woods each day, getting really frustrated with this, can anyone help

If when you take the dog outside in the garedn or where ever for his pee do you go straight back into the house when he has done it? If this is the case the dog may have worked out that play/outside time finishes when he has a wee, so he waits until you make him go inside, then does it.
Try playing his favorite game AFTER, and only after, he has had his pee and see if this encourages him to go as soon as he goes out. Hope this makes sense, please let me know if not and i will try to put it a little better.

Yes it is dominance, stamp it out now.
This is not like when he was a puppy and he did not understand that he was not to pee in the house, so you trained him by kindness.
He knows exactly what you want and is deliberatly defying you. You must make yourself top dog.
Have you read "The Dog Listener" by Jan Fennell? I would recommend that you do and implement it. In particular the dog must always eat after you, top dog eats first rest of the pack get what top dog doesn't want.
Do not neuter him too early as that can make problems of its own. Wait until he is about 18 months old.
