Pugs have been bred with eyes on side of head, so their vision is different to most other dogs. It could be that it startles your dog. Your dog could also be going through the second fear phase (all dogs have 2 fear phases early on in their lives). You just need to be calm and let your dog know you're there, but don't react. He will respond to any reaction.

without seeing the action it is hard to say...but I would think he moved away fearfully from something and you picked him up, or petted him and tried to comfort him..therefore re-enforcing the behavior.
put his collar up high on his throat, start walking at the heal..and just move forward with confidence...don't look at him or the object, just show lots of self confidence..most often the dog will follow your lead (after all, you are his leader) and move forward with confidence also. If you find an object that worries him or he shys from..just walk confidently like this past the object over and over..keep moving, don't stop...eventually he'll get the idea.
WHen you get nervous or anxious because your dog has been scared of something in the past, they sense that as weakness and or fear in you, and react fearfully.

One thing that comes to mind is that your pug may have vision problems. He can hear and smell other dogs approaching, but when he suddenly comes across a traffic cone, it startles him.

My Golden Retriever is the same especially with statues. They view it as something it's not and when it doesn't react in a certain way they freak. Thats the only think I can think of.
God forbid she sees an easter bunny or santa clause costume - my Golden Retriever - my sweet docile little baby turns into a raving mad lunatic. She out and out attacks them.

How about he's never seen it before, and doesn't know what it will do. Let him take his time sniff, and work his way up to it. He must be a pretty smart pup to be cautious.

I would guess it is your dog's personality. My dog is afraid of globes. She goes nuts whenever she sees it.

because he dosn't know what they are... the first time my pppy say a motercycle on the side of the road, he went nuts... its just unfamiliar
