Work with a dog trainer. Mine had a problem with barking real excitedly at anyone passing by and she would sound crazy. It scared some people because of all the bad press on bully breeds lately but she is just very verbal. We have breeds that are very strong willed and so I worked with a trainer on my dog.
Part of the problem for me was keeping a shorter lead on her and needing to tug her and redirect her attention when she first spyed someone or something she wanted to check out with her hugely over-enthusiastic reaction.
I would have to divert her attention when she first made the eye-contact before she started barking and pulling. When she would react and not be re-directed I had to use "Yuck Mouth" which is stronger than Bitter Apple and spray some in her mouth and say "NO BARK". Most importantly, when she resisted the urge to "lose it" and she behaved good with distractions, I praised and petted her telling her what a good dog she is. Sometimes I give her a training treat too.
The positive reinforcement works the best and the Yuck Mouth was intervention only once she was in that barking zone.
So, work with a trainer if you can because these are such wonderful dogs and they are so smart and learn quick.

You need to FIRST teach your dog to properly heel. In the heel command your dog is concentrating on you and your pace not on anything else. You can tell a dog that is in proper heel because most of the time he's staring up at the owner.

Purchase a prong collar. Do not drag or apply constant pressure to the dog when he's wearing the collar. When you walk let him start to pull, as he gets in front of you turn quickly then give a quick, sharp tug (called a correction). Every time the dog attempts to walk in front of you turn and make a correction.

This will teach proper heel. When the dog is proficient in heel and you command his attention you're able to redirect his energy onto you. He won't be barking at everything or everyone else.

When he gets to riled up tell him to sit and then down. The only time you reward his behavior (reward is going to the park etc) is when he's calm. Do not let him off the leash until he's calm. Do not take him into the park till he's calm. It might take a while in the beginning but eventually he'll learn.

When he's in the park and barking put him back onto the leash till he's calm and not barking, which means sit then down.

Good Luck

you need to correct her for this behavior do yuu use a training collar? get one
a good pull on the leash and a firm no should get her to stop you need to be consistant every time she barks you need to correct. an electronic collar would help too.

Enroll your dog in a good training class.

A good place to look is The Association of Pet Dog Trainers (APDT). http://www.apdt.com/

She is probably happy. Maybe with more trips, she will get used to it. My dog barks when I let her out to pee before bedtime. I think she is saying goodnight to the neighbor that sometimes talks to us over the fence.

I'd go to this website and ask the dog whisperer. He HAS to know, or he wouldn't have that show!
