Of course you can tell him,but you must also tell him your intentions are not to break his relationship, If he's married,get away from him,it will only bring tears.Trust me,it's the best thing you can do,Take Care!

Well from experience, if you dont want to get hurt i would suggest moving on and finding someone who isn't already in a relationship. Unless you think maybe you have a chance with the person

If you know for a fact they're in a relationship, why on earth would you tell them you like them? You should never ever tell them something like that. Don't ruin that relationship cause that's what'll happen if you do.

I don't think you should, because they are already in a relationship. Unless they are sending you mismessage. The reason saying that because he/she might like you more then their girlfrien or boyfriend. Then that mean probably they might break up with their girlfriend or boyfriend for you. And I don't think its right. Thats my opion.
