I am trying to achieve a victorian style living room. I have painted my crown molding in victorian red, but have no idea if the base molding should also be the same color or just plain white. Neither seem right to me.

A bright white for the base molding will work better. If you paint it in red the room will look a lot smaller. You should now add a red accent on the walls. Good luck!

What color is your wall? I will recommand you put in some pigment into the base molding from your wall color, like 1/8. So it won't be pure white to creat a big contrast. And it will blend into your wall better.

I don't know about the red, but the rule of thumb is that all the trim (woodwork) to be the same color and you accent your walls and or ceilings. Of course that varies on the style and where you live.
