I've seen plenty of huskies sleeping outside their nice insulated doghouses, covered with snow, so you can only see their nose poking out. I guess it goes with the breed.

Perfectly normal husky trait! Just wait till he figures out getting on top of his house...letting the cold wind blow through his coat. My husky loves this...we had to revamp the dog house to a flat roof due to it! If he is cold he will definately go inside the house...nothing to worry about. They love the cold, snow, sleet...beware in summer though, not fans of the warm weather...provide a shallow tot pool for him to play in and keep cool...even a sand box works wonders and keeps your garden from being dug out....good luck.

You could try putting food inside to lure him in, but the truth is, it may be too warm. Our huskies never used their house unless it was hailing. Unless it is below zero, our huskies were always too warm. They only used the dog house when there was no snow to sleep in.
All you need to watch out for is shivering. If your dog is shivering, it is too cold. Otherwise, don't worry. Huskies can get wet and still have a nice undercoat keep them dry. They can also easily stay outside and warm in below zero weather (ours would pull hay out of their house because it was too warm in negative 50 windchill!)

bring the dog in the house, huskys want to know they are part of the family and while it can survive outside, it will probably have better behavior if let to sleep on the floor by the bed or on a dog bed.

If he had never gone in it, you can try coaxing him in with treats or toys and once he's in, give him some affection. If he still doesn't go in, he might just like the cold. Huskies prefer cooler climates and are physically adapted to it. But I'm no vet. Give your vet a call and ask.

Have you ever had him in a crate? do you have a garage? when bad weather strikes put the dog in the crate in the garage. if you want him to go in his house put something yummy in it.
