When I've done this, first I clean them very well, then put on a stain blocking primer, such as Kilz (I prefer the Latex), then I put on a nice latex enamel. Not a flat, as it will be harder to keep clean.

Good Luck!

Oil products are really the best, wash & scuff sand first, apply oil base primer Kilz is good (oil), then apply oil base industry enamel topcoat, spray is best, if you brush & roll add a little Penetrol.
Ventilate area well
