Which ones do you mean? And what do you mean "exactly"? Do you want the exact words of the laws and regulations?

Well...the first problem is believing that the government actually could solve the problem, and perhaps even assuming that there really is a dire problem to be solved.
But, hey, 95% of the people in this world believe in a Supreme Creator of one sort or another. Big surprise that global warming has now reached the same level of religious fervor.
Have you checked out Europe's progress on Kyoto which they all so eagerly signed up for? Not one country is meeting its target goals (which would decrease temperatures by a WHOPPING 1/10th of a degree in fifty years...IF they actually met those goals) and now the whole thing has degenerated into a carbon trading scam that is doing nothing except lining the pockets of politicians.
Meanwhile, the United States, Australia, China, India, and others have quietly entered into the Asia Pacific Climate Pact which aims to promote clean technology among the countries of the Pacific rim and India. Of course, you never hear about that program, which is actually enjoying some success, because the world hates the United States and expects us to dole out third-world welfare via Kyoto.
Meanwhile, Kyoto is expected to drain SIX TRILLION dollars from the world economy over the next 50 years (with that WHOPPING 1/10th of a degree temperature change to celebrate). Have you ever considered what six trillion dollars could do in providing clean water and basic sanitation to the hundreds of millions of people who desperately need it? And further what positive effects on the environment that would have?
Finally, check out the fossil record sometime. Life on this planet got by just fine and, in fact, flourished when there were no ice caps at all on Earth...which has been the case for the vast majority of time that there has been life. It would be nice if politicians (and the general public) could figure out that there actually are many benefits to global warming....including the fact that the biomass of the Earth has increased 10 percent in the last 150 years. Wow, plants love CO2. Who knew?

The government isnt helping much at all! In fact, by backing oil companies by throwing money at them while they raise their prices, and not pushing bio fuels, the Bush Administration is working against us. States, Towns, Colleges, Companies, everyone seems to realize the threat, we can do it even if the government wont help. But like Al Gore said "the government is a renewable resource". What Government are you talking about? The Canadian Government isn't doing anything because as the Temperature increases, they are getting better Farming and more sea passages that are open all winter. Some poeple benefit from Global warming. Why Stop it?
