mother had to pay around 10,000 in fees and extra taxes because he screwed up on my moms taxes yet continues to raise his voice and blamed both of us. When we went to a different agency (H R block) they helped us out and told us that we are going to have to pay another 8000 because of our old CPA guy. Is there any way I can sue this S.O.B. or have things straightened out?

I think you've got a bigger problem than your old CPA if your Mom owes that much.
Owing taxes is not the fault of the preparer so your Mom is going to have to pay up in that respect.
HOWEVER, depending upon your state you may be able to recover any penalties or additional taxes due to the old preparer's mistake and possibly for a refund of any fees you paid to him.
