yes and no..they're rather rudimentary when they're present.

Cuticle is probably to wrong word. It doesn't excrete anything like a chitin shell but it does have cell walls like modern plants. The cells walls are only half of what gives regular plants like trees its strength. The other half comes from vascular tissue which the bryophytes lack.
