hold up traffic? There is a train crossing near my house that blocks traffic sometimes up to 20 minutes at a time, possibly more.

In Texas it is 15 minutes, but it is very hard to enforce.

Trains generally have priority over vehicular traffic because they can't be stopped in a short amount of time. If it's a real problem, take it up with your city hall to build some kind of overpass.

Where are you ? In texas .. a train can't block an intersection for more that 10 minutes !

No, some cities have tried to pass them, but they have never held up in court. ( and 20 minutes is a short time compared to hours in some areas at times)
