There are different levels to what constitutes cheating. Sexual misconduct is categorized by having sex with someone different than your partner. So texting doesn't violate that.
But committing adultery can occur in the mind, and so that is a wrong action, but technically, you haven't committed it physically yet. So it is a partial wrong.
But certainly a wrong is done, so if you want to avoid harming your partner, then don't text the other girl. But you have time to change that wrong committed, since you didn't sleep with her yet.

Is the girl from your town your girlfriend? If that's the case, I think you aren't totally cheating unless you'll soon sleep with your textmate. Though it's a form of cheating and is unfair for the girl you're currently with. And I think that you should stop with the girl you're texting and develop your current relationship. Better choose one.

Depends on why you are texting and what the content is. If they are sexy or flirtatious then yes.
They best yardstick to use is ask yourself would you be happy if your girlfriend (in your town) was doing the same thing with a guy somewhere else.

although its not a good idea if it is upsetting your gf..
if you can't tell your gf then your texting another girl then its is dishhonest.. and sneaky..
