As you probably guessed, cleaning oneself after sitting on the pot isn't easy for someone with no sight. They have to rely on their other senses such as feeling the difference in friction as the paper moves over the skin, temperature change from evaporation of liquid on the skin, shape of the area being wiped, feeling the presence of liquid or matter through the paper , smelling the paper and learning through skin irritation where to pay particular attention. Since we all sit on the pot most every day, blind people can get to be quite adept at keeping themselves clean. A harder problem is one for blind women who wish to use makeup. It is hard for them to tell how much makeup to apply to their cheeks and around their eyes. There is room for someone to invent things here.
