I wouldnt think so just based on his lack of effort. How is he when you are together? Does he seem excited to see you when you get together? He might be one of many guys who have problems coming up with ideas of things to do. If you have a open relationship, just ask him. "Do you enjoy spending time with me? You are never the one to make plans, is it becasue you dont want to be with me or is it because you cant come up with ideas of things to do?" If he truly enjoys being with you he'll try to make you feel more confident about your relationship. Trust me. there are many guys like this......

You can care about someone as a friend and have no romantic interest. I would not say it is a sign or rejection so much as the fact that he may not see you in that way.

Yes it is. Even if a guy is shy when he likes a woman he still lets her know. If hes into you hes gonna let you know and not make any excuse to not be with you or hang out with you. Read the book "hes just not that into you" I read it in college for the hell of it. Its actually pretty much true.
