It's not illegal for YOU to deposit/withdraw. The only issue of legality with moving money to/from sites is that the financial institutions aren't allowed to do it. Thus, they can get in trouble, not you.
There are still ways to deposit. Some credit cards still work, you can use gift cards and virtual gift cards, you can send bank wires or checks, etc. Again, not illegal for you to do.
Withdrawals are the same way, they aren't illegal. All legit services allow you to withdraw with a check at the very least, and many offer bank wires and other services. These legit firms have had no problems with checks clearing or anything else.
While the earlier comment about getting your money "before they all go bankrupt" is stupid, it is important to only operate with highly stable sites these days. That way, if they shut down, you can still get your money. Look at SBR for highly rated sports books, and stick with the long-established, reputable poker sites (Stars, Full Tilt, Absolute, Ultimate Bet, etc.).
