Can't do much with that. If you continue to ACCEPT his ways, guess what?
He'll continue doing it and it'll get progressively worse because, well, you accept it.
Draw a line in the sand and tell him how you feel.
Tell him he's being callous towards you and you can be by yourself instead of being treated like this.
Tell him what you expect - that way there is no misunderstanding.
Give him a week or so to clean it up.
If he declines or doesn't show interested, it's time to step.

? If a guy is interested, he will make the effort.... You saying that you know he likes you but his motions would suggest otherwise, seems your reading him wrong. Remain friends as you are, or become a friends with benefits (however friends with benefits may not be in your best interest since you may take that the wrong way)
Bottom line, dont read into it until he starts putting forth effort into showing his interest in you. Hes unromantic for a reason towards you.

Sweety find out what he is afraid of. Most of us guys are just scared puppies. We are scared of being alone, we are scared of not being alone, we are scared that we won't make u as happy as u should be. Most of the time we just want som1 to resque us. But asking for help means we are admitting to not being able to handle things and that is not soothing to our egos. Because of this we come across all confused, unpredictable and unromantic. What we really is lost. Or we just don't wanna hurt you by telling u the truth; not interested.
