My wife has a cool one on her back below her neck - its a black sun with a star and moon inside of it left skintone. The next one she gets is going to be on her lower back.
My sister has a nice one on her upper arm that is celtic knotwork (she's also got a chaos symbol underneath it). My sister-in-law just got some kind of rose thing tattoed sort of below her stomach to one side so it peeks out of her jeans.
I've somehow managed to never end up with a tattoo - the one I want is kind of a tribal design on the side of my left calf - sort of a black, intertwining design. Eventually I'll end up at a tattoo parlor with cash, and drunk enough to go ahead with it.

That is entirely up to you for where to get your first tattoo at. I will say that the shoulder blade does hurt a little more that the upper arm. But dont let pain decide your tattoo spot. I got my first on my back thinking that if I ended up hating it later in life at least I wont see it all the time. Its all up to you though and if you know you love your design and want to show it easily and see it all the time then go with your upper arm.

I'd go for your shoulder blade, or the back of the shoulder instead; the upper arm is kind of a masculine place for a tattoo. If you don't think so, just watch that movie The Waterboy, you'll see what I mean.

Shoulder blade
upper arm everyone can see if you wear short sleeves so if you regret getting it you won't be able to hide it. al so you don't want one on you arm to look cut off by short sleeve tops
i think the best would be lower back because i personay think it's the cutest place and can be seen only when yiou want it to be, but as that is not an option for you so w/e
Depending on what kind of job you might have in the future it's good to have the option to hide it if you want to
and thing do you want people to see your tattoo on your wedding day in your dress?

I would get it on the shoulder blade although it will hurt a little more. I think the tatts on the upper for a girl makes the girl's arm look bigger and muscluar. I got mine on the side of my calf and it's about 5-6 inches long. Thats my first tatt. My opinion would be to get it on your shoulder. It will look cuter when you where spaghetti straps and clothes like that. It's up to you.

Well to be honest I think that on a girl a shoulder blade tattoo loks way better than an upper arm tattoo, and it is easier to hide for school and work. But you should really do what you think will be better.

why is your mom deciding for you? are you under 18? if so, wait until you are legal, and get it wherever the heck you want to! as for the upper arm, i think it's a little butch looking, but not always. i like the shoulder better.

Dont have one at the top of your arm as i have one and regret having it there. I have lots of other tattoos and dont regret them because they can be easily hidden and all have a meaning. I suggest if you are gonna have your first tattoo to really think about what you want and dont rush in to it, dont have something just because of fashion, hope this helps with your decision.

It's all up to you. Personally, I would do it on my shoulder blade, IF those are the only 2 options you are choosing from. I have 3 and none of them are visible unless I want them to be! Although you may want it there, you have to think about the visibility of it and your career moves throughout your life.
