I've have 2 cats probably both 3-4 and they are still small.(about a foot in lenght) They are both grey tabbys, one light colored and with short puffy fur, and the other dark colored and with sleek fur.

Cats reach sexual maturity at the 6-7 month.But usually they keep growing in size until their first year.Mine kept growing even after the first year,the difference in length and weight between the first and second year was huge but my cat is kinda weird so...Normal they reach a length and weight at the age of 1 and then stop growing so fast and kinda stay like that for the rest of their life,unless you overfeed them,then they will become fat.

about a year. I would say your cats are just small. There is general rule as to how big a cat has to be. I have had quite a number of cats in my life and they have ranged in size from quite long to my present pigmy, who stopped growing at about 5 months old. She still looks like a kitten, and according to the vet is very healthy. She is 4 years old now.

3-4 years old? They are fully grown. Some cats are petite and some are larger..just like people.
