Use a general hard disk cleaner - there are several free ones like CCleaner, Disk Cleaner, Zappit,System Wiper or Sweepi - all do much the same job

It depends what is wrong. I would try adaware by lavasoft. It will get rid of some spyware if you have it for free. Then you can just do a disk scan and defragmentation by right clicking on your hard drive (most likely c drive) go to properties and click disk cleanup. Also, pandasoftware.com does a free virus scan online.
