U are mixing religion and human behaviour or conduct. Religion is a guidance to the worshippers who have faith in the religion. Be it Islam, Christian, Buddhist, Hindu, Taoism, Animism or any religion, the purpose is to guide human to preach and worship. It applies to all who worship the religion. However, conduct or behaviour is an attitude of the individuals which does not applies to all, But, varies from person to person. As such, in certain issue, the decision of the Imam on certain people does not represent the decision of the religion ( Islam ), unless something universal, the consensus of the Majority Muslim Imam is required to decide the issue, otherwise, it is a personal decision of that Imam. However, anything pertaining to critical religious issue the Ulama will give their decision ( Fatwa ).
