I catch him staring at me a lot, he chooses to talk to me over anyone else, He makes eye contact, he'll walk right by me and say nothing if I'm busy, He stands very close to me when he talks to me. We have a lot in common, so why hasnt he asked me out yet? I mean he is a little shy and I am 2 years older, is that it?

2. He does not like older girls.

Yes I thinks he is alittle into you. Not sure are you guys colleagues or schoolmates. Since both of you are talking and he doesnt hesitate to initiate a chat with you, try to suggest to do coffee when there is chance just very casually. Remember, just no pressure, no expectation, bottom line have fun and enjoy the moment.

If he hasn't asked for your number or made a real move, he's not into you. Chances are he's either working his way up to making a move, or he's still deciding whether he likes you or not.
