I'm using Adobe Photoshop CS3 and based on my experience, I'm doing a mirror image by copying the image into another layer (or even in the same layer but I prefer to duplicate it in the other layer) then using the Free Transform or Flip horizontal/vertical (depend on the position you would like to place the mirror image). You can also add effects on the mirror image by putting some opacity/transparency.

Lasso the image as a selection and Ctrl + C to copy.

Paste the image by pressing Ctrl + V and the image will appear on a separate layer.

Make sure you are on the correct layer of the image that is to be mirrored.

Select Edit> Transform> Flip Horizontal, and the image will be mirrored.

Position the mirrored image accordingly on the layout.
