A passport is a legal document that every citizen of a country is entitled to for purposes of travelling to other countries
But for it to be enabled for the purpose of travelling to other countries the holder must get a visa. Visa is the enabling authority stamped on a travelling passport by the embassy of the country to be travelled to. They are complimentary documents.

A passport is an identity proof given to you by your own country. Without a passport you are not allowed to travel to other countries.* You have to collect it from your own country, not from abroad. Also you are not allowed to send it to foreign countries. A visa is a permit to enter a foreign country. This is may be stamped in the passport by a country's Embassy/Consulate/ High Commission etc... Visa's are issuing Foreign Countries but passports are issuing your own country. To get a Visa - You need a passport, to get a passport you don't need a Visa.
* Some of the neibour - Countries it is not a must.

A visa is a temporary document to allow you entry into a country for the purpose of business/tourism. You must state it before the issue of the document. A passport on the other hand says that you a citizen of a certain country and have pledged allegiance to their laws and doctrines. This can be renewed whenever it expires. A visa is determined by the country you wish to enter and they can deny entry if they find that you have committed a crime, or have a faith or align yourself with a group or groups they may find threatening to their government or their peoples.
