The US Virgin Islands and Puerto Rico are the only US islands in the Caribbean with resorts. The few other minor US owned Caribbean islands are not developed for tourism.

No passport is needed for direct flights to or from the US mainland for destinations in the USVI or Puerto Rico.

Hawaii is the only place I can think of. Not sure if they have all inclusive resorts though. Carribean, like Puerto Plata is one of the cheapest places to travel, all-inclusive. I was there last April and had a blast. It's easy to get a passport, go get one!!
