i dont know any child who is born wrong ... with intent to hurt others
but their surroudings , events in their life etc may lead to criminal behaviour
however they can choose to stop or get help
i say both in a sense are to blame

Genetics, environment, and experiences are the only thing that separates us from the horrible people.
Regardless of who receives the blame, if the criminal is no longer fit for society, they need to be taken out of society and reformed.
