Junior Scout to Cadette - do you start all over with badges?

Question

If you have a Junior Girl Scout vest covered in badges - when you move up to cadettes and get a new vest - do you start all over - or transfer the badges?

I have been a SU Manager for 3.5 years, every time you move up or bridge, you start the badges over because it is a new level in your Scouting path. Congradulations and keep up the great work
