does anyone know how i can rotate a video taken with a digital camera turned on end?

Windows Movie Maker, which is included with Windows, has an effect that will rotate the video for you. The only foreseeable problem might be if your camera records in the .mov format. WMM might not be able to import that. I'm not 100% sure though.

Unlike images, no camera features a video-rotation function. You need a video editing software for that. There are numerous on the market like including Adobe Premiere which is one of the most popular ones.
