Free will gives people the right to make their own decisions, but it does not absolve them of responsibility or accountability. There are still standards by which we all must live, God's will, for example, or the laws of the country by which you live.
You have free will to break the speed limit, if you get caught, you must pay a ticket, if you hurt or kill someone while speeding, the price may be higher. So in answer to your other question --- Yes, I suppose you could choose to smack someone down, but it doesn't make it right and be prepared to suffer the consequences afterward.

Of course it gives people the "right" to be unpleasant. This is man's natural state anyway without the Holy Spirit working in his heart. Smacking people down rather than turning the other cheek is also man's nature, welcome to your total depravity.
