i lock the bathroom but she still gets it somehow. she is 2

Ofcourse that excesses in anything will harm. But for some kids that is normal I ate paper when i was younger and it was any kind of paper and I'm still alive. One of my daughters ate toilet paper and she is a healthy baby.

Sounds like your daughter has an addiction.

In order to break this, you must remove the toilet paper from your house or put a yucky substance on the toilet so he/she doesn't like the taste anymore.

Madam please takeout the toilet paper from that place and try to change the place.
And even if then she tries to take out the paper then please put something other than these toilet papers which have some different taste something like bitter or salty etc.,
so that it not only destroys your child's health but also keeps him/her away from such places.

Dyes or perfumes might irritate her stomach. However, if she has had no problem with it so far, then it won't hurt her. Kids of that age put a lot of unedible stuff in their tummies, from legos, to sand, to the nasty stuff in the cat's box. We were the generation that ate paste and swallowed bubble gum, and somehow, we survived.

it depends on how much she eats? if its just a little bit like a few sheets then i would say no but if she eats it all through the day i would say yes. you should have a safety lock on your door they are cheap and can save the life of a child please check into them. they have gaits as well

best to try to keep it out of her reach and just give her some when she uses the toilet
