Call the police first for trespassing, littering and defacement of propery. Your neighbors should be fined accordingly. And since the fine is per occasion every time the police show up he'll get a new fine each time.
Document the time and dates, take pictures etc. If you can catch the dog in action that's even better, if the police fall short (and often times they do) you are able to serve them w/ papers and take them to court for trespassing and defacement of property.
If you have an HOA (Home Owner's Association), report them to the council. The council has power to also give warnings and get the police involved.
If the dog is coming into your yard then the owners are not properly 1. training their animal 2. containing their animal. That also should have enough weight w/ Police and Animal Control to give fines and get the courts involved as well.
Good Luck

You can use cayenne pepper to deter the dog from coming into your yard. Sprinkle a generous amount along the edge of the yard where the dog usually crosses. Once he gets a snoot full of that, he will not be as eager to cross that line again. This also works for dogs that pee on car wheels. This does not hurt the dog in any way, and make sure you reapply the pepper after it rains until the dog stops crossing over the line. Once he stops coming over, you can stop applying the pepper.

that dog should be tied up or fenced in.if you have a landlord you might have to speak to them or if you own. have the dog catcher just leave them a note saying their dog is not to run loose.they wont put your name on it.and hopefully they will listen.or you could just throw there trash back in there yard or get some kind of fence, their dog should not be in your yard anyway.

Tell they hey Look we are done cleaning up your dogs mess. Either they need to get their happy asses up earlier and clean it up or the police will be over dealing with the issue. Make them get a fence. Its their dog thats running around.

There was a big dog that used to come into my yard and attack my dog. I used my slingshot on him once, a good shot in the butt. He never came back in my yard again.

Yes, definately contact the authorities. Either that or get a pistol, go outside when the dog is in your yard, and shoot it and say "It was charging at me!". Don't forget to cry.
