Someone suffering from multiple personalities may act like a different person- sometimes of a completely different age, gender, nationality, etc.
A person suffering from mood swings may go from happy to very angry in the course of a few minutes, but it's just different emotions- not actual distinct personalities.

Um...think about it. Mood swings are based on an emotional roller coaster within the same personality.
Multiple personalities are just that...more than one completely different personalities just like being someone different.
