Can this be called a jammer??

If a circuit produces EM waves with frequencies ranging from 0 to a particular range, and if i have any EM operated device(say mobile, radio..) in the circuit's influencing area, will it jam the device????

It may do, but not necessarily so.

It depends on the relative strengths of the desired and undesired signals and on the type of modulation.
