Volume control is a common malady with small children, whether or not they have a hearing problem.
We use the term, "indoor voice". It works for both speaking too loudly and for the yelling and screaming that accompanies play time. Believe it or not, 3 years old is not too young to have a "heart to heart" talk about the volume of his voice, but he will more than likely need you to remind him (whether once in a while, or several times a day) to use his indoor voice.
But just in case, have his hearing checked, and also make sure to pay attention when he speaks to ensure that he isn't yelling just to get attention (we adults sometimes forget that our little ones may need some immediate feedback when having a conversation).

Presuming he is not a little deaf... do the same thing you do for any other bad behaviour: put him in a quiet space, like a corner, and tell him he has to stay there until he says he will speak in a normal volume. Don't yell at him, just be firm and persistent.

Maybe he needs his hearing checked? Maybe he is so loud because he can't hear well? Have you noticed any problems with him hearing and responding to others?
Have you stressed the difference between indoor and outdoor voices?
Have you tried whispering to him so he has to quiet down to hear you?
Is there a lot of background noise in your house? (TV, music, etc?)

You just might want to have his hearing checked. He might not be hearing you or himself like he should. It might just be a minimal hearing loss that he is dealing with.
