Picture Effects?

im wondering how you can fix photos in photoshop to have this kind of brightness in them:

also, how do you get the type of brightness effect like in this picture?:

Yes, you open the pic in Photoshop, then click Image/Adjust. You can adjust Brightness/Contrast, Saturation, Color Balance, etc. to get the effect you want.

It takes some practice. And Photoshop is expensive. You may want to try Elements or Picasa (free) first.
